Mr. Brooks brings over 25 years of leadership experience in the security, military, and law enforcement industries. He has an extensive background in law enforcement. He is a decorated U.S. Air Force – Security Forces / Military Police Specialist – (Service Disable Veteran), Mr. Brooks also provided Security for President George Bush & Air Force One! He is a former Police Officer – Fresno Police Department – California; and a former Sergeant with the Texas Department of Criminal Justice Prisons at the Walls Unit for death row inmates.
Mr. Brooks is a Decorative Veteran of the US Air Force, law enforcement, and security professional with experience in corrections, federal contracts, and private security operations. Proven leader with military background and a track record of managing large-scale security teams, conducting critical audits, and maintaining federal compliance. Skilled liaison with agencies such as DHS and VA Police. Known for decisive leadership in emergency response, staff development, and high-risk operational environments.

Mr. Brooks started his career and founded USES – US Extradition Service in 2006, as the premier leader in Extradition of Fugitives for law enforcement agencies nationwide. In 2012, Mr. Brooks changed his business model to government security and founded Guard Force International Inc. from 2012 to 2022.
In October of 2023, He founded and now is the President of Veterans Tactical Solutions – VTS Security which is based and formed in Miami, Florida with office in Texas & California. Mr. Brooks’s experience allows for understanding of our client’s mission and real-world needs and implementing TEAMS to complete assessments of the government needs and produce high quality dedicated service to all agencies in contract with Veterans Tactical Solutions – VTS Security. Building from that base.
Mr. Brooks has brought together a TEAM of Operational Security Contracting Leaders with a proven history of producing results for clients without fail. This TEAM of leaders has developed the Core of Veterans Tactical Solutions – VTS Security. This core TEAM is moving forward under Mr. Brooks’ guidance to raise the bar in the industry by providing customized designed security solutions for the US Government -Security Mission needs.
This TEAM has actively produced results for clients and continues to become a leader in the operational security industry. Mr. Brooks is a (MOAB) – Managing of Aggressive Behavior, certified instructor and defensive tactics instructor. Certification is through the MOAB International Institute.
Mr. Parker comes to Veterans Tactical Solutions with an extensive amount of Security & Law Enforcement expertise. Mr. Parker is also a Certified Instructor of Management of Aggressive Behavior (MOAB)Training
Mr. Parker served as the Chief Operating Officer for Guard Forces/Guard Force Inc for the past 11 years. As the Chief Operating Officer (COO) his position maintains a critical role in overseeing the daily operations and strategic growth of GFS/GFI. As the COO, Mr. Parker was also responsible for ensuring the efficient and effective delivery of security services to clients while maintaining a high level of customer satisfaction. Mr. Parker‘s brings exceptional leadership abilities, strong business acumen, and a deep understanding of the security industry.
Previously Mr. Parker was the Operations Manager for US Extradition Service for 6 years. in that capacity he was responsible for the oversight of daily operations of the company.
Planned, supervised, coordinated, and reviewed operations procedures, logistics, special projects, and personnel. Directly or through subordinate staff; interview applicants, review and or make decisions on employment and other personnel actions for the company. Mr. Parker supervised a staff of 50 plus administrative assistants, field agents, and marketing division.
Prior to working for US Extradition Service, he was the Senior Operations Manager of security in the private sector. Mr.Parker oversaw all aspects of operations and coordinated to ensure compliance and productivity. He has supervised subordinate security officers nationwide with security operations and conducted training missions. Combining his extradition, business and civilian security With his vast background and experience in Executive Management , he is a great asset to Veterans Tactical Solutions.
LT. Miguel Santillan comes to Veterans Tactical Solutions with an extensive (10) plus years in the Security Industry in the Silicon Valley. Lt. Santillan is currently coming over from NASA Ames Research Center where is he is the Site Security Commander for the Security Forces at NASA Ames Research Center at Moffet Field.
Lt. Santillan has held several leadership roles including serving as the Manager of Operations for the Marin Health Medical Centers in Marina, CA. He was also the Site Supervisor. His diverse background includes experience as Security Management, Site Supervisor, and Patrol Officer to include Executive Protection Services.
Additionally, he as four years’ experience as the Site Commander for Security Forces at NASA Ames Research Center and a well proven track record of effective client collaboration, having worked closely with the City of San Clara, and San Jose.
In this capacity, he held weekly meeting with the clients and worked side by-side with the San Jose Police Department and Santa Clara County Seriff’s Department for all Security Operations for NASA Ames Research Center. He has supervised subordinates, security officers countywide with security operations, and conducted training missions.
Combining his elite security background, business and civilian security experience, he brings high degree professionalism to the Team of Veteran Tactical Solutions and will spearheading the operations for our Bay Area – Security Operations.
Mr. Lopez comes to Veterans Tactical Solutions with 20 years of extensive Security Operations and Management experience, Mr. Lopez brings a wealth of knowledge and skills to enhance Veterans Tactical Solutions brand and regional development.
Mr. Lopez maintains a critical role in overseeing the daily operations and the strategic growth of Veterans Tactical Solutions throughout the CA Region.
Mr. Lopez knowledge, skills, and understanding of the security industry makes him a great asset to the Veterans Tactical Solutions Team.
Mrs. Lakeisha Hemphill comes to Veteran’s Tactical Solutions with an extensive amount of Security & Management expertise as Regional Manager / Human Resource Rep, and Training Coordinator for Veterans Tactical Solutions. Mrs. Lakeisha Hemphill has (5) years of Security Manager and H/R experience, she worked for Mr. Brooks previous agency Guard Force Inc and now with Veterans Tactical Solutions.
She oversees the daily operations of the company sites in Seattle, WA / Little Rock, AR / and Miami, Florida. Mrs. Hemphill implements and maintains the Home Base – Employee Time Records for QC Monitoring guards checking in and leaving posts. She conducts the On-Boarding / Hiring with Background Checks, Assessment testing with psychological evaluations with new hires, plans, supervise, coordinates and review operations procedures, logistics, special projects, and personnel.
Mrs. Hemphill directly or through subordinate staff interview applicants, review and or make decisions on employment and other personnel actions for the company. Supervise a staff and administrative assistants, field agents.
Mrs. Lakeisha Hemphill will be spearheading the set-up of The Health & Human Service Commission – HHSC– Security Mission and processing the guards.
Mr. Ben Adrian comes to Veterans Tactical Solutions with an extensive amount of Security & Law Enforcement & Correctional expertise. Mr. Adrian has 10+ years Security Officer, Patrol Officer, Supervisor. He served with the (CA Dept of Corrections-San Quentin Prison, Alameda County Sheriff, Newark PD) in the capacity of California Department of Corrections – Corrections Officer, Deputy Sheriff, Police Officer and 10+ years in Security Management.
Mr. Adrian has 19 years Real Estate Consultant: (Masters Club Member-LAR & CVAR) Consult buyers and sellers in real estate transactions. 9 years Registered Process Server/courier/delivery/legal messenger experience: Prepare, file & serve legal documents. Legal messenger filed and recorded legal documents with several Counties. As the Civil Legal Representative for 24 Hour Fitness, He represented the corporation in small claims court 5 years as an Aircraft Maintenance Specialist, U.S.A.F. 3 years USAF Security Police Augmentee (England). He has supervised subordinate security officers nationwide with security operations and conducted training missions. Combining his law enforcement, business and civilian security experience, he brings high degree professionalism to the Team of Veteran Tactical Solutions
Mr. Arthur Walters, comes to Veterans Tactical Solutions as a Decorative Veteran of the US Army, law enforcement, and security professional with 20+ years of experience in corrections, federal contracts, and private security operations.

Mr. Coates has held many positions with his previous employer, who was one of the leaders in the Private Corrections Industry. He has proven himself to be a valuable asset in the field of incident management as the Director of Internal Affairs. He has also held multiple interim positions as a regional and nationwide director when called upon.
His management skills and experience afforded him many opportunities to participate in Special Operations which include the only international transport. He has experience in all aspects of security, including management at a regional and nationwide level, private protective security, loss management, risk management and correctional situations.
His attention to detail and his ability to provide competent testimony reduced the company from exposure to litigation and financial harm. Larry holds a Bachelor of Science in Criminal Justice. Larry Coates is licensed as a Private Investigator and Security Manager in the State of Florida.
Larry holds several Instructor Licenses and has developed courses designed for those new to the industry. He has participated in training with Homeland Security and FEMA. His knowledge of the industry is vast, and he continues to attend seminars and participate in training sessions.
Mr. Larry Coates has worked side by side with Mr. Gordon Brooks since 2006 when we developed US Extradition Service and later transformed to Guard Force International and now VTS-Security.
Mr. Limmie Blaylock comes to Veterans Tactical Solutions dba VTS-Security with an extensive amount of Security & Law Enforcement & Security Management expertise. Mr. Blaylock has 10+ years Security Officer, Patrol Officer, Supervisor. Mr. Blaylock has served with the Los Angeles Police Department & Phoenix Police Department as a Police Officer & Detective.
As a Regional Manager VTS Security he is the Regional Manager for State of Arizona. He supervises subordinates, security officers nationwide with security operations, and conducted training missions with Defensive Tactics & Active Shooter Training. Combining his law enforcement, business and civilian security experience, he brings high degree professionalism to the VTS-Team. Mr. Blaylock resides in the Phoenix, Arizona area.
